beta WLW replaces punctuation with gibberish when posting to blog

   I'm using the technical preview and noticed that when posting to my Moveable Type blog, punctuation gets replaced with strange characters.  This does not occur with the version 12 of WLW, and i confirmed this by uninstalling the Tech Preview and reinstalling v12. This happens on both Vista machines that I own.  In all fairness, the version of MT that powers my blog is very old (Version 2.63), but I won't upgrade that for a variety of reasons.
  
  Reverting to v12 permanently for now.
