Windows 7 OEM vs. BOX

  Hello,
  
  Lastly i've read a lot of articles about legal conflicts between these two versions. If I am a home user and i'd like to buy for my new PC Windows 7 OEM version (which is just cheaper) will it still be legal? I heard that only companies which are assembling computers can buy and install this license for a user. So, does it mean that I can't buy it, install it and use it without breaking the law?
