Do I have to registered with Microsoft to offer a windows 8 upgrade offer to my customers?

I am a relatively new Reseller. Do I need to sign up with Microsoft or register to offer my pc's that I buy from computer manufacturers when it comes to the windows 8 upgrade offer? How will Microsoft know if my customer qualifys for the windows 8 upgrade offer? If, so. How do I go about registering my business?
