    i have been tring to pay the subscription using the reduced rate but everytime i get to the payment part it shows the full rate

    If you were offered a reduced rate to subscribe, you would also have a link to use to obtain that rate for your locale. If you activate or subscribe from within OneCare without following that special offer link, you will be charged the full retail price for your country.
