CRM 2011: Remote access to Plugin Registration tool

  We are trying to use the Plugin Registration tool from Codeplex but cannot get it to work remotely. 

  This looks like a security issue, as it works if installed directly on on one of our CRM 2011 servers.

  How does CRM need IIS security setup so that remote access is possible?
