I have a customer who requires a HP ProDesk 400 machine. This is the machine available with FReeDOS

He prefers Windows 9.1 Professional 64-bit OS as he is use to Win 8.1 and it is user friendly.
But the HP Distributor from whom I am purchasing this machine tells me this machine is 7th Generation machine and only
Win 10 Prof can be installed you cannot install Win 8.1 Prof.
The customer requires 5 machines and I am in a limbo. Can anybody help or has knowledge if this is true what the Vendor says.
