Recently I answered a question posted in english in a different language, as I recognized the poster was a speaker of that language, and a moderator moved the post to the off topics forum, without giving us the chance to rectify.
I was hoping Ed Price and other Top Tier moderators could help me understand this. If the action of moving the entire thread without notice was warranted, would someone please point me to the documentation stating these forums are for english only? And if so, where can I find the "locale specific" forums? (Quoting the moderator that moved the thread. I understand locale and language are related but not equal concepts.)
I am aiming at becoming an MCC and moderator and being able to not only understand these rules and point users to proper documentation governing usage of the forums seem essential to the task of moderating.

1.) They're not English only.
2.) Once you have the locale set in your browser then the forums in that language will show up.

This blog explains (among other things) how to switch to the forum with correct language.
As a moderator I usually try to move thread from English forum into corresponding forum in correct language (if I can figure out the language correctly). I don't like having threads in a different language in, say, T-SQL forum where the language is English.
Some moderators just move the thread to Of-Topic right away if that question is in the wrong language because figuring out the correct language, switching to it and moving thread there requires more work. I believe a while ago I posted a TechNet article about moving thread to forum with right language. I don't know if the method described in that article is still correct.

In IE you should be taken to the default locale defined here. Tools|Internet Option|General|Languages
(you'll see the code within the URL)

I think you can also add others.
On the TechNet branded forums page there is also a drop down to select a different language.
So if you set the locale by either method then at the forums top level should be the list available for that language.

- Would someone please point me to the documentation stating these forums are for english only?

Thanks Dave and Naomi. That helped. I've been answering mostly in English and when I see their English is very very broken I assume they will feel better on their own language and if its Portuguese, Russian , French or Spanish, the few I speak, I go ahead and answer on that language.
I live in America for 20 years and understand that English is the universal business language, but simply removing a thread seems harsh. Naomi asked me nicely on the SQL post a few weeks back, and sure enough I returned to English. Thanks for that Naomi. :)
Looks like a bit controversial to simply remove the thread, in my opinion, especially because this far I have not seen any guidance in writing about what language to post.
Until I hear otherwise I'll comply and keep it in English, unless the OP chooses to keep the thread on another language I speak. Seems to be a fair balance.

There's some limited info here on languages in forum. I think it was a given that posts should be in the language for that forum's locale.

What I do is look at the original URL (so for instance, in the C# forum https://social.msdn.microsoft.com/Forums/en-US/home?forum=csharpgeneral) and change the en-US to the proper local code for the language that Bing Translator tells me the original poster is using.
pt-BR for Brazilian Portuguese, for instance.
I use http://www.science.co.il/language/locale-codes.asp for a list of the locale codes.
That makes it https://social.msdn.microsoft.com/Forums/pt-BR/home?forum=csharpgeneral
Unfortunately, that does not always work, but usually does bring me to local specific pages.
The actual C# forum is https://social.msdn.microsoft.com/Forums/pt-BR/home?forum=vscsharppt
