the problem command is NET STOP WINMGMT - not winmgmt /regserver
In my machine that stops the service (after a delay)
in yours, it produces an error message.

Recreate the Licensing Store
1) Click Start button.
2) Type: CMD.exe into the 'Search programs and files' field
3) Right-Click on CMD.exe and select Run as Administrator
4) Type: net stop sppsvc (It may ask you if you are sure, select yes)
Note: the Software Protection service may not be running, this is ok.
5) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
6) Type: rename tokens.dat tokens.bar
7) Type: cd %windir%\system32
8) Type: net start sppsvc
9) Type: slui.exe
10) After a couple of seconds Windows Activation dialog will appear. You may be asked to re-activate and/or re-enter your product key or Activation may occur automatically.
Reboot, then run MGADiag again, and post the report

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the CP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

The Licensing Store was apparently properly rebuilt when you did it on 5th Oct.

try this.
Open Windows Explorer and navigate to the C:\Windows folder. find the System32 folder there, and right-click on it - select Properties.
In the General tab, clear the box beside 'Read-only (Only.....' by clicking in it until it's empty (it cycles around three values)
Click Apply.
Accept any warnings that come up - if you get a 'Ignore/Ignore All/Try again' option, pick 'Ignore all'
Once complete (may be take a minute or two),
reboot, and run another MGADiag report.

Yes. I uninstalled Norton 360 2011 and installed Norton Internet Security 2012 around Aug 26. Now I recalled that the problem occured right after installation.

In that case...
1) Uninstall Norton
2) run the Norton Removal Tool and run NETSH WINSOCK RESET
3) Reinstall Norton (if you must) or any other Anti-Virus
test.
Download the Norton Removal Tool from here https://www-secure.symantec.com/norton-support/jsp/help-solutions.jsp?lg=english&ct=united+states&docid=20080710133834EN&product=home&version=1&pvid=f-home
Close all other programs, then run the tool. When it's complete, reboot the machine whether it asks for it or not.
After the reboot, open an Elevated Command Prompt, and run the following command
NETSH WINSOCK RESET
You'll be advised to reboot - do so.
then post another MGADiag report.

You may be asked to re-activate and/or re-enter your product key, or Activation may occur automatically.

Please download the WMIDiag tool from here - http://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=7684 save it to your desktop, and run it - pick your desktop again to save its three files.
Then open an Elevated Command Prompt, and run the following commands
MD %userprofile%\desktop\wmidata
CSCRIPT %userprofile%\desktop\wmidiag.vbs logfilepath=%userprofile%\desktop\wmidata
You'll see a long listing of what it's testing - wait for it to complete.
once it's complete, there should be a folder on the desktop called 'wmidata' - compress that whole folder, and upload it to your public SkyDrive, and post a link.
(Now all I have to do is learn how to read it!)

Windows Management Instrumentation
Usage: winmgmt [/backup <filename>] [/restore <filename> <flag>]
[/resyncperf] [/standalonehost [<level>]] [/sharedhost]

/backup <filename>
Causes WMI to back up the repository to the specified file name. The
filename argument should contain the full path to the file location.
This process requires a write lock on the repository so that write
operations to the repository are suspended until the backup process is
completed.
/restore <filename> <flag>
Manually restores the WMI repository from the specified backup file.
The filename argument should contain the full path to the backup file
location. To perform the restore operation, WMI saves the existing
repository to write back if the operation fails. Then the repository is
restored from the backup file that is specified in the filename
argument. If exclusive access to the repository cannot be achieved,
existing clients are disconnected from WMI. The flag argument must be a
1 (force - disconnect users and restore) or 0 (default - restore if no
users connected) and specifies the restore mode.
/resyncperf
Registers the system performance libraries with WMI.
/standalonehost [<level>]
Moves the Winmgmt service to a standalone Svchost process that has a
fixed DCOM endpoint. The default endpoint is "ncacn_ip_tcp.0.24158".
However, the endpoint may be changed by running Dcomcnfg.exe. The level
argument is the authentication level for the Svchost process. If level
is not specified, the default is 4 (RPC_C_AUTHN_LEVEL_PKT).
/sharedhost
Moves the Winmgmt service into the shared Svchost process.
/verifyrepository [<path>]
Performs a consistency check on the WMI repository. When you add the
/verifyrepository switch without the <path> argument, then the live
repository currently used by WMI is verified. When you specify the path
argument, you can verify any saved copy of the repository. In this
case, the path argument should contain the full path to the saved
repository copy. The saved repository should be a copy of the entire
repository folder.
/salvagerepository
Performs a consistency check on the WMI repository, and if an
inconsistency is detected, rebuilds the repository. The content of the
inconsistent repository is merged into the rebuilt repository, if it
can be read. The salvage operation always works with the repository
that the WMI service is currently using. MOF files that contain the
#pragma autorecover preprocessor statement are restored to the
repository.
/resetrepository
The repository is reset to the initial state when the operating system
is first installed. MOF files that contain the #pragma autorecover
preprocessor statement are restored to the repository.

That command set worked perfectly when I tested it - but produced an error set on your machine.
This may be because your machine is still at RTM (no Service Pack installed)
I wonder if installing the Service Pack would fix your problem?
Please download the full installer from here - http://www.microsoft.com/en-us/download/details.aspx?id=5842 - you'll want the windows6.1-KB976932-X86.exe version.
If you're still running with Norton, UNINSTALL your Anti-Virus, run its cleanup tool and reboot, then install the download.
If you're running with MSE, just run the installer.
See what happens. :)

the problem command is NET STOP WINMGMT - not winmgmt /regserver
In my machine that stops the service (after a delay)
in yours, it produces an error message.
