If only OneCare had stopped working, I'd suggest checking the computer date and time - right click the clock and select Adjust date and time. It may still be that, but since you also have problems with IE and control panel, and services, I have a sneaking suspicion that your PC may have become infected by malware that OneCare was unable to stop.
I recommend contacting OneCare support who can help remove malware if that's the issue, or repair OneCare.
