A much more complicated things might be causing that. If even in the control panel you're unable to turn it on.
My suggestion would be for you to contact support.

Go to Control Panel, Automatic Updates. Can you turn it on there?

No. I have tried this before and it does not help. I have had the updates turned on before but now it seems that no matter what I try it does not work.

Sorry for the delayed reply. If you mean that OneCare is reporting that AU is off and it won't turn on via the link in the warning from OneCare or via Control Panel, please contact support.
