DWG plugin or tool wanted

  We are looking for a plug in to use in our application to: View CAD drawings and Relate locations on a CAD drawing to a record in our software.  Many programs view CAD drawings.  The additional request from customers is to have the drawing open, click on a location on the drawing, and start a work order.  We want to send back a value we can interpret.  Let us know if you have such a plugin or code or know of a company that does.
