Question about syncing files

  Please correct me if I'm wrong here.  Live Mesh uploads the first 5gb of data to the Live Desktop (the cloud).  Once that's full, additional files are synced p2p between the various computers.  Is it correct that each syncing computer should have a local copy of all files (not only the original 5gb, but all files synced after the 5gb filled up)?  Is there a way to turn off uploading to the cloud, since this seems unnecessary for my purposes?
