programes disapear

  when i put in a new program such as avi to dvd or any dvd player or some photo progames my whole list of programes go missing when i press start on the left then all programe theres nothing there but i have a short cut on my desktop for programs and there all in there ive tryed everythink i can think of ive turned of anti virus ive looked in the tool section but when i uninstall said programe it all comes back my comp is not an old one its a quad core hp my anti virus is kaspakey but as i said i have blocked that but still it wont work
