OneCare repeatedly downloads & successfully installs same update

Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366) has been processed multiple times. 5 to 10 minutes afterwards the shield turns yellow and nags to get update again. Update history shows neumerous installs of this security update with a green check mark. Thanks

Try repairing net framework 1.1 ( Start>Control Panel>add/remove programs>change/remove. Select the repair option ). I appreciate your help and patience.
Unregister & reregister windows installer did not help.
Unable to manually remove - no cached Windows Installer file that has the Microsoft .NET Framework 1.1 RTL x86 enu comment.
I'm down to repairing .NET Framework 1.1 by using the command prompt. I have found Dotnetfx.exe file dated Jun 06, I assume this is the file to use, only other file with this name is one downloaded this past weekend. I'll attempt this on my next day off.
