You have a Geo-Blocked Volume PID - which appears to be from MSDN.
Your install of Windows XP Pro appears to be based on a subscriber-only license Key from one of MS's subscriber channels. That Key was issued for use only within a specific geographic area, and will show this error if validation is attempted outside that area.
If you are a subscriber to one of the MS channels, then you should contact your concierge for assistance - if not then you are almost certainly not entitled to use the Key anyhow.
How did you acquire this license? Is there a COA sticker on the case? If so, for what version and edition of Windows is the machine licensed, according to the COA sticker on the case?
