cmd says "access is denied" since fall creators update RRS feed

  • All I want to do is use ffmpeg like I always have but now I can't even navigate to the folder where the videos are at because cmd says "access is denied" for every command I give it. I have made sure I am the owner of cmd, ipconfig and the drive (including all folders) plus I have made sure I (myself) and I (administrator) have full access in permissions. I do not have any firewall stopping me nor is the issue uac as I turned it off. I've run cmd as administrator and not but I get the same message. How do I fix it?
