TFS 2010 Error/Warnings Policy

Hi

i am trying to implement error/warning policy. but it is not working correctly..it shows me error TF10139 .

i have installed TFS power tools for 2010 from the following location http://visualstudiogallery.msdn.microsoft.com/en-us/3e8c9b68-6e39-4577-b9b7-78489b5cb1da

and for error/warnings policy i have installed http://visualstudiogallery.msdn.microsoft.com/en-us/703dd1e0-4af3-4b45-8ef8-bf1a1e1d2cd2

but it is not working as desired.

Kindly guide me if i am missing something
