there is a tooltip: "настройка IIS на windows server 2003 для публикации проектов из под VS2010".

HI Malobukv !
I have verified it with English Forums; the tool tip of Last Reply option shows the question header. If the question header contains special characters it will include its hex-code in the tool tip. Since in Russian Forums it takes all character as special ones and brings their hex-code except for those which are available in english as well.
Please let me know if this doesn’t work for you. Hope I have answered you correctly.

Ah. My problem was that I was trying to hover over the title and not "last reply". Any other languages where this bug shows up? Maybe any non alpha-numeric languages. Chinese, Farsi/Persian, etc.?
