Windows time is off by 3 secs from DCF77 time in build 10240

Question

If I open 'Zeit und Sprache' in Einstellungen and then change the SW switch 'Uhrzeit automatisch festlegen'
from 'EIN' to 'AUS' and then back again to 'EIN', the 3 sec time offset has vanished and the
correct time is displayed up to the second, but this seems to me a rather clumsy method
especially if being forced to do this after each reboot.
Is there a command-line command to do either the correction of the offset or a command to simulate the mouseclicks needed for the 'EIN' - 'AUS' -'EIN' operation or another method to solve this ugly little problem ?

thanks to everybody contributing in the answer.
I am fully aware that non MS products exist, which could do the job, but
would prefer an MS only solution.
Since W10 time is CONSTANTLY ahead by 3 secs to the DCF77 time, it would be sufficient to be able to apply a -3 sec correction before displaying the W10 time.
Does a system variable or registry entry exist which already could fullfill this goal?
