It will not be the case, you cannot stop this pop up from being appeared on click of Close As Won and Close as Lost buttons on Opportunity. It is an OOB functionality.
If you don’t want to show this popup you have to hide these two buttons from Opportunity Ribbon and have to add two new buttons to close opportunity as won and
lost. On these button write your own JavaScript code to close opportunity as won/or lost by passing some default value for required fields like actual close date, actual revenue etc.
