Chris,
My apologizes :-).... Guess my wires got crossed. From waht I can tell your product key checks as okay so I am not sure why you receive the messaging. Windows Activation does fall outside the scope of WGA. Let me provide you with information which will help you. Please try and activate by telephone. Also provided is additional information.
To contact a Microsoft customer service representative to activate Windows by phone, follow these steps:
1.
Click Start, point to All Programs, point to Accessories, point to System Tools, and then click Activate Windows.
Or, click the Windows Activation icon in the notification area.2.
Click Yes, I want to telephone a customer service representative to active Windows now.
3.
Click Read the Windows Product Activation Privacy Statement, click Back, and then click Next.
4.
Follow the steps in the Activate Windows by phone dialog box, and then click Next.
Note The number appears now and differs based on the location that you select.5.
When activation is completed and you receive the following message, click OK.
You have successfully activated your copy of Windows.
More information on how to activate Windows XP at http://support.microsoft.com/kb/307890
Also you may reference the following site for various telephone activation centers: http://support.microsoft.com/kb/326851
After you finish the above steps please restart the computer and try to validate Windows again: http://www.microsoft.com/genuine. Please locate the “Validate Windows” button in the upper right hand corner. Double click on the button and follow the guidance. Were you able to pass Windows Validation successfully? Please post again if you need further assistance. Thank you.
Thank you Chris,

Hello Chris,
Thank you for visiting the Microsoft Office Genuine Advantage (OGA) forum. Your issue is related to Product Activation. The purpose of this forum is the support of the OGA program and your question falls out of the scope for our support. In an attempt to assist I would like to provide some information which may help. I do suggest trying to activate using the “Activate by Phone” method from the activation Wizard. Telephone numbers for Activation Centers vary by product license and country/region. Use the number provided on your Activation Wizard screen to call the Microsoft Activation Center. Please follow the below guidance for telephone activation for your version of Office:
1) Start any Office program.
2) In the “Office Activation Wizard”, click the “Activate by using the telephone” option, and then click Next
3) Read the “Microsoft Office Privacy Policy” page, and then click “Next”.
In the “Select your location” list, select a country or region. Call the telephone number that is listed on line 2. The customer service agent will ask you for the installation ID and will give you a confirmation ID in return. Type the confirmation ID in the boxes provided.4) Click “Next”.
5) On the “Activation Complete” page, click “Finish”.
Here are various websites which will explain Activation as well as provide you with troubleshooting processes should you experience any and/or further complications:

This is a question about the activation of windows XP not office. I haven't even gotten far enough to attempt to install office. The Activate Windows message keeps popping up down in the task bar saying it has not been activated. Once I enter my product key from the COA sticker it says "incorrect product key." The above information I posted was from running the utility found in one of the posts above.
