Can't log into windows, missing certain files!

  I have an older computer with windows xp (32bit), I cannot logon at all, error msg. comes up can't find Services.EXE, Userinit.EXE,Explorer.EXE and Isass.EXE, along with below states "cannot find application, iertutil.dll"! I have tried different online download fixes burned on cd to no avail but nothing works, was going too try and copy files onto my flash drive from sisters adminitrator computer but how too do it, and would it work, she has a 64 bit computer, HELP, is possible, don't have Windows installation disks, and can't afford them, or should I have someone come in and re-instal windows as only option?
