  • What is the difference between BLE broadcasting and publishing? Are they the same thing?

  • Yes, pretty much.  When a BLE beacon sends its data, that's "broadcasting".  The information it sends is part of what it publishes.

    There are some beacon protocols where they draw a distinction between, because the beacon has the ability to respond to other requests beyond just the broadcast.  In my experience, the protocols have not solidified enough to offer you any general rules for this.
