live care window hangs - task managers shows window "not responding"

I installed live care and activated it. After a reboot the live card icon is RED. I open the live care window and it hangs. I look at task manager and it shows the status as "Not Responding" I close the window using the end task and an error report is generated and sent to Microsoft. Additional attempts to open the live care window end with the same results.

If repairing .Net Framework and reinstalling OneCare has not resolved the problem, please contact support to determine what is conflicting with OneCare.

This could be due to a conflict with other software on the PC, or it could indicate corruption of .Net Framework.
The first thing I'd do is reboot the machine. Then verify that no other security software is leftover or still installed. If the problem persists, I would suggest reinstalling OneCare.
Uninstall it via add/remove programs and then use the cleanup tool -

You may also want to confirm that .Net Framework is not corrupt:
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.

Then reinstall OneCare from http://onecare.live.com and activate/subscribe with the same LiveID you used to originally subscribe.

I performed the processes that you had suggested and the condition still exist.
Problem is: When I click on the Windows Live OneCare icon to open OneCard, the window opens then freezes and is reported as "Not Responding"
