Duplicate emails sent from Outlook on Windows 10

  I am having issues with duplicate emails coming from outlook.  Same time stamp, just sent twice.  I have seen the quick fixes but those have not helped and are not the issue.  I also get open drafts of emails that were sent on the opposite device I send it from (Microsoft Surface Book, iPhone).

  Any help will be greatly appreciated as this is a huge embarrassment during a job search!
