I didn't see anything about OSs. Where are the OS forums? OSs are Ms's biggest product, no?
What are these forums for, anyway, since they're apparently not about OSs?

The OS forums for end users moved to their own server a while ago. The web site is answers.microsoft.com.
The technet forums are for problems in managing other's computers in the IT department.
