  One Care is not compatible with Windows 7. Try running the One Care install lceanup tool - http://social.microsoft.com/Forums/en-US/onecareinstallandactivate/thread/399071e2-49dc-4767-932d-d261e3965943 If the cleanup tool does not remove One Care you can contact support for help.
