Vista home basic, control panel trys to open and doesn't . Can't get any updates. I have tries starting sls services. It says it starts then it just stops.

Hello Hornnumb2,
It appears that Vista's Software Licensing Service has stopped. Vista uses this service to check itself and confirm it is Genuine. When the service is stopped, Vista is unable to confirm it's own Genuine status and may show Genuine or Non-Genuine. The fact that the Service has stopped is also, most likely, the cause of any other issues you may be experiencing (such as not having access to the Control Panel).
Please try the below set of steps. If the steps do not resolve the issue, please tell me the exact error message you receive as well if your Vista is a 32 or 64bit version.
If you have access to the Start button:
1) Click the Start button
2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
If you do not have access to the Start button:
1) Click the option that launches an Internet Browser
2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc

It is 32bit. I did the command and it said started sucessfull but when I go to services pane to see if it running it says stopped. Thanks MichaelTuesday, February 24, 2009 2:04 PM

There appears to be a number of different types of the "Software Licensing Service has Stopped" issue. We found a fix for one of the types, but we would like to find more out about the type you are experiancing.
We would like you to create a no cost support request at http://go.microsoft.com/fwlink/?linkid=52029 (make sure to include an email address or phone number we can contact you at). Then post the Service Request's Confirmation Number in this thread. Once I have that number, I will pass it up to our Engineer who will contact you directly.
