Having issues with contacts that were added to a persons contact list via delegation

I have someone who is adding contacts via delegation rights, they are an editor. The person can create a new email type the persons name and click check names and it shows up, they can go into the address tab and see the contact they added, but when they create a new email and click to and try to search for the person with the "contacts" selected it cannot find that persons name. Why would it show up in in 2 of 3 places and not the other. If there is more information you need from me please let me know and I can get that to you.
