  • Windows 7 Starter is an OEM version sold only to major computer manufaturers who preinstall it on their entry-level computers.  Unless you purchase a new computer with Windows 7 Starter preinstalled, there is no way to obtain a separate product key for this edition.

    No – Starter is a Direct OEM product only, and cannot be sold. Keys are only available already attached to the machine on which Starter is installed

    If you are trying to activate a copy of Starter you obtained on the internet then be aware that you cannot.  As Noel and Carey point out elsewhere, Starter is not a retail edition of Windows and the only keys are the OEM SLP key embedded at the factory and the COA key printed on the label affixed to your computer.
