Developer Tab In Infopath is activated but not showing in the ribbon.

  Hello all,

  I am working as SharePoint Admin where I have only site level access, I can work on Infopath 2013 but in Infopath , Developer tab is not displaying under the Ribbon but it's activated .

  What should I do for Developer tab to make visible?

  Do I need to install .net or visual studio in my Local machine?

   or

  Do I need to have Central admin access?

  Please help me on this.
