This is more a licensing question than a WGA question :)
Bear in mind that XP is now in Extended Support mode - and only Security issues are being addressed in updates. Also, machines supplied with Win7 may well not have drivers available for Windows XP.
As I understand it the licensing situation is as follows....
If you have a Volume License, you can use the Volume media to install XP Pro on machines with either Vista Business, or Win 7 Pro installed.
You cannot use OEM Keys on any machine other than the one to which the appropriate COA sticker is attached - and COA Keys (and OEM_SLP Keys) are product specific. You cannot use OEM recovery media to install an operating system onto any machine
other than teh one it was designed for/supplied with.

If you have a number of machines you should be considering VOlume Licensing - contact your local licensing specialist.
