  That sure seems to be Windows Update related, perhaps due to a firewall or proxy configuration.

  In this thread - http://social.microsoft.com/Forums/en-US/LiveMesh/thread/e22e0115-98d1-47eb-b495-ff3e10acb0a6 - which I returned to its "sticky" state, you note that you are trying to install under elevated privileges. Yes? You need to install when logged in as an administrator - it will not install properly under a standard user.

  Tried the built-in Administrator account as well as a user with administrative privileges - neither worked.

  Have a look at this thread - http://social.microsoft.com/Forums/en-US/LiveMesh/thread/50584ae6-0734-4f28-8cfa-808e990b8666/ - particularly the posts by Freespace442 where he notes that the exact error was encountered when installing from an encyrpted \Users folder.
