Hi, Brenda.
When you do a System Restore, OneCare may turn red and complain about an update problem since the database with the signature files is newer that other components that were restored to an earlier time. This confuses OneCare and it takes a few hours to a few days for it to sort out in most cases.
I can't speak for the Safety Scan issue or IE freezing, though they could be related. The "issue" may be with the Registry as the Safety Scan has a Registry cleaner.
