Not directly, no. You can restore to the new drive and do an in place upgrade, however 9as long as you're not going from 32 bit to 64 bit).I'm not on the WHS team, I just post a lot. :)

Thanks answering, Ken. I suspected that only specific files could be restored indpendently and that programs and settings are an all or noting restore.
