Power Shell OR perl script to check the records in existing file and send email to mentioned recipients

Question

Hi All,
I will get file daily from the business that will be placed in file path.
Using Power shell or Perl script, I have to check for the records containing in that file.
If that file contains any records, mail has to be triggered to the mentioned recipients. Else no need to send email.
Please help me to get the script for this scenario. I'm very new to this and I never did get a chance to work in this area.
