  What is the minimum permission role required for "Stop" button toolbar to be visible in Quick Edit Mode.

  I have a list of users for whom we want to enable edit permissions but no add/delete permissions. These users are unable to see the "Stop" button in Quick Edit mode when they try to edit the list. Is it expected behavior ? Is "Add" item permissions necessary to have the "Stop" button toolbar visible ?
