Software Licensing Service will not start RRS feed

  • Question

  • My Windows Vista has informed me that I am using counterfeit software, but I am not.  I have used the MGA diagnostics tool and it shows Genuine.  I have jumped through many hoops trading emails with 3 contacts at Microsoft with nothing working.  I have reinstalled slsvc, I have renamed tokens.dat, I have done everything that everyone has suggested including reinstalling vista as an update so I would not lose all of my data off of my computer.  If I could only get the software licensing service to run, I think my problem would go away.  Each time I try the net start slsvc command that everyone tells me to try, I get:

The Software Licensing service could not be started.

    A system error has occured.

    System error 34 has occurred.

The wrong Diskette is in the Drive.

    Insert *** <Volume Serial Number: ***> into drive ***.

The problem is that I do not have a disk in any drive, in fact I don't even know what drive it is looking at. How do I stop the computer from looking at this drive, or find out what disk it is seeing in what drive?  Any help would be greatly appreciated.

  • Hi Hugo1982,

The "net start slsvc" command is the command to run the file slsvc.exe which is the Software Licensing Service. I don't know of any other way to start the service (it's like clicking on the Internet Explorer icon and the browser not launching). The only reason this would happen (that I know of) is that

    a) Some 3rd party program is preventing/suppressing the service when Vista tries to launch the service.

    b) There is something wrong with the slsvc.exe file (this does not appear to be the case since the Diagnostic Report did not shown that the slsvc.exe file had been modified/corrupt).

    c) Something is wrong in some core area of Vista in such a way that the "net start slsvc" isn't being processed correctly.

Since all but b) of these possibilities are outside our area of expertise (and since the resolution to b) would be to reinstall Vista) I really can't be more help then the other support groups that you have already talked to.

I'm very sorry for not being able to help more,

    Hello Hugo1982,

If the Software Licensing Service has stopped and "net start slsvc" doesn't work to restart the Service, then Validating as non-Genuine is only a symptom of a larger Vista issue. My suggestion is to go to http://support.microsoft.com for additional Vista support options.

    Thank you,

  • I have been through three different windows advisors and all I get is that I should format and start from scratch. I was hoping that someone at your end of the company may know how to fix the issue.  Thanks anyway.

  • Well, I took my losses and reformatted...I tried to rule out A by uninstalling all of the software that had been put on since I bought the computer...didn't work.  I ruled out B by installing a new slsvc.exe that microsoft sent me...again, no dice.  I tried to rule out C by going to services.lnk and starting the software licensing service manually, as well as the services that that slsvc depends on...once again, nothing worked.  Hopefully someone who is having the same issues will be able to save themselves hours of wasted time by reading this and just backing up and reformatting when they are initially being falsely accused of software piracy instead of jumping through all the hoops for no reason.

To the guys who tried to help, a sincere thanks for your help.  You don't cause these issues, you just have to deal with them.

  • I have this exact same problem.  I would love to know what program or programs that could prevent this service from starting/running.

  • Hello

If the below steps do not resolve your issue, please see my above post (it's the one marked as Answer, in green)

If you have acces to the Start button:

    1) Click the Start button

    2) Type: cmd in the Start Search field

    3) At the top the Start window, you will see cmd.exe

    4) Right Click cmd.exe and select Run as Administrator

    5) Type: net start slsvc

If you do not have access to the Start button:

    1) Click the option that opens an Internet Browser

    2) A Browser will open, type: %windir%\system32 into the address field

    3) Find the file cmd.exe

    4) Right Click on the cmd.exe and select Run as Administrator

    5) Type: net start slsvc

    Thank you,

Are we saying that reformatting and reinstalling Windows Vista does not correct this issue? I think I am assuming this from what was said in the post a couple above this one??
    Saturday, April 19, 2008 12:57 AM
  • I can't run the command either. This happen to me after I installed some updated from microsoft, the machine kept rebooting after that so I had to manually boot up, and disable check for driver siganture in order to get into windows.

  • b) There is something wrong with the slsvc.exe file (this does not appear to be the case since the Diagnostic Report did not shown that the slsvc.exe file had been modified/corrupt).

that is my problem!!! when I try to run net start slsvc ...it tells me that it is corrupt or unreadable. I did not start getting these messages until I downloaded firefox...i dont know if this is the problem. So I will uninstall firefox and see If that resolves it.

  •  I have the same problem and I am using Firefox.
    Monday, September 1, 2008 10:51 AM
  • Uninstal firefox didn`t solve the problem.
when I try to start the service from services.msc I am getting this error:
Windows could not start the Software Licensing service on local computer.
    Error 0xd0000022 0xd0000022

and when I try from command net start Slsvc, the error is:

    .....
    A system error has Occurred.
    System error 34 has occurred.
The Wrong diskette is in the drive.
Insert *** (Volume seriak number: ***) into drive ***.

    Maybe its a windows bug!?

remove the read only from windows\system32 folder.
    Monday, September 1, 2008 12:08 PM
  • Yesterday, I ran a registry cleaner program (I know, I've always had problems after doing that and you'd think I would have learned by now) to remove the old dead entries from my registry. After it finished, I started seeing the problems that are mentioned in this thread (no control panel and software licensing service won't start). Even if I run cmd.exe as administrator, I get the following:

    Microsoft Windows [Version 6.0.6001]
Copyright (c) 2006 Microsoft Corporation.  All rights reserved.

    C:\Windows\system32>net start slsvc
    System error 2 has occurred.

The system cannot find the file specified.

    C:\Windows\system32>

I tried turning off the read-only attribute in the system32 directory and that had no effect. From what I've found on the web, it looks like I will have to reinstall Vista to make everything work. Of course, I bought this PC at BestBuy and they didn't give me the Vista install disks (thanks HP) so that is going to be difficult.

Is there anything else I can try to resolve this issue? Any help is greatly appreciated.

BTW, here's the output of the diagnostic tool:
