Hello Net Nerd,
If you have acces to the Start button:
1) Click the Start button
2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
If you do not have access to the Start button:
1) Click the option Access computer with reduced functionality
2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc
Also, I noticed Office Professional 2003 was installed with a blocked Volume License Key (VLK). Volume licensing (VLK) are purchased/issued to large corporations, governments, and schools for example in order to make software installation easier for the mass computers located within their areas. In turn if the key becomes compromised then the government, school etc requests Microsoft to block that Product Key and re-issue another Product Key. I understand that in most cases, customers have no idea their copies of MS Office Suites were not legitimately provided. This is because some resellers try to cut costs by providing unauthorized copies, but still charge the customer for a copy of Windows and MS Office Suite. This may not have happened in your case, but it does happen. Also, we appreciate your concern that you’ve been using your copy of Windows for a long time. People often wonder, how is it that all of a sudden my copy turns out to be counterfeit. This is because Microsoft is continually investigating piracy reports, and identifying Product Keys that are being used improperly. It is possible for a Product Key to be used over a course of time, which may or may not be your case, but is then found to be a source of counterfeit software and therefore blocked from validating.May I suggest a couple of links to follow this up?

Contact Dell, or re-enter the Product key on the side of your PC, and then activate by telephoneSunday, October 19, 2008 11:12 PM
