Can vista SP1 use win7 public key by SLP ??

HI all ,
Does anyone meet below situation??
our BIOS enable win7 pubilc key , then install vista SP1 OS.
after enter to destop, the system infromation will show OS already activated.
Is it a normal behavior for vista sp1 can activate by Win7's Key at this time ??
