This is the site descriptor that I use with a different Citibank credit card. I don't know if it will work for the Costco Visa. Let us know how it works if you try it:

I am not able to access my Costco CITI Visa account. I see it's been about a year since the last post. Did CITI take away the ability to do this? Do you get a new *.ofx file in the XFR folder when you try to update? If so, how many bytes is that file? You may need to use the DIR command in a command window to see the size to byte granularity. What is the name of that file. The name will probably be something like CITICARD20170614064326.ofx The numbers are date and time.
Open that file with Notepad. Do you see ERROR? What does it say after ERROR?
