Are you using Windows Live OneCare? I assume you aren't.

What you are seeing is that you have downloaded SP3, so it does not need to be downloaded again.

yes,we are using windows live onecare,my computer is'nt the only one in this house to do the same thing either,I have uninstalled and re installed and same thing.so tired of seeing the update icon on bottom

I understand the frustration. However, your problem is not with OneCare, but with XP SP3. You can contact OneCare support for help, but you will probably be referred to support for SP3.
