New Install of Windows 7 IE Homepage Load Time is extremely slow

  We were having issues with certain computers taking a long time to Open IE 8,9, or 10 homepage.  We have tried many different homepages and fixes that are listed online and nothing works. We have shut off all addons.  Tried running with no addons and still same results.  Once the home page finally loads IE runs fine.  Other PCs on the network are running fine.  Different browsers such as Firefox and Chrome open normally.
