Can OC 2007 clients be 'locked down' so that no changes to the contacts list can be made by the end user?

  What we would like to do is to have address books based on OU's or even groups. I want members of Dept 'A' to only be able to see and IM other members of Dept 'A'. The same for Dept 'B', 'C' and so on..

  Obviously, managers and supervisors would not have this limitation. \

  Is this possible and how?
