Windows Phone Development - Installation problems

On a Windows 7, with VS 2010 Professional, I installed VS 2010 SP1.

For Windows Phone SDK 7.1 installation I downloaded vm_web2.exe. When I run it, it disappears without a trace. I have 2 GB RAM which violates the system reqs.

Any help to isolate the problem?

I have tried uninstalling all Silverlight components from VS 2010 but it did not help.
