Chances are that it simply requires activation by phone....Use Telephone activation -
To activate by phone:-
To Activate by Phone, Click the Start button, and type:

in the Search box and then hit the "Enter" key.
This will bring up the Activate by Phone dialog window.
Follow the steps provided by the window.
If normal phone activation fails, redial the number, and this time do NOT respond when the ansafone asks which service you require - this should force an operator to pick up who can deal with your problem.
