I downloaded the project and I noticed that is an empty project named Xamarin1, as far as I know, Windows Forms application can not run in Android, it is based .net framework, so if you want to develop Xamarin technology, I suggest you can ask your question
at Xamarin Forum.
Also we can not add Web config file to desktop application.
