    How to add Web config file to this?

    How to ensure the compiled/built file (of the project) is executable in Android?

    What do you want to do?

    I downloaded the project and I noticed that is an empty project named Xamarin1, as far as I know, Windows Forms application can not run in Android, it is based .net framework, so if you want to develop Xamarin technology, I suggest you can ask your question at Xamarin Forum.

    Also we can not add Web config file to desktop application.

    is one existing feature, to VS 2015, right?

    No, I have not said it is not related to VS, VS integrates these templates. However, this forum is discussing and asking questions about the Windows Forms, so I suggest you can ask your question at Xamarin Forum if you have any issue with Xamarin, also this forum is not discussing Android.

    This forum is discussing and asking questions about the Windows Forms and not discussing Android.

    Each forum has its own theme, maybe you can develop Android with VS, but this does not fall within the scope of this forum discussion.
