Enable loading effect in pop up window (IE 11)

Hi,
When I open IE 11 and download file from the system, there is a tab on IE to show it's loading (with loading icon). When I open popup window from IE 11 by using javascript window.open, it can't show IE tab and its loading . How to enable it or let user's know it's loading
For this project, javascript with custom loading effect is not allowed from user requirements.
