Version of Windows Mobile Device Center v/s Windows Vista

  I don´t understand the version number between Windows Mobile Device Center and Windows Vista.
  My windows vista said :
  
  Microsoft Windows
  Version 6.0 (compilación 6001: Service Pack1)
  Copyright 2007 Microsoft Corporation
  (it´s a Windows Vista Business with Windows Movile Device Center installed original)
  
  In the page of WMDC trought open with Control Panel, there is no menu for to know what version is the actual WMDC.
  
  For other hand, When go to download Windows mobile Device Center, at WM dowloads,  said that is the 6.1 version.
  
  I have various questions:
  
  1. Can i download only WMDC version 6.1 and install over Windows Vista 6.0?
  2. Is WMDC part of windows vista or is a diferent program not part of OS?
  3. I need upgrade Windows Vista to version 6.1 , (It does exist), to have WMDC version 6.1?
  4. If WMDC is a part of windows vista why it have a diferent or individual number version?
  
  I Appreciate if someone try to clarify me.
