Question

I bought:
2 copies of windows 7 32 professional
AND
1 copy of Windows 64 bit professional
expecting 3 dvds and 3 different activation codes.
BUT vendor gave me 1 activation code and 3 dvds.
I told them that I wanted to install on 3 separate pcs and they said that as it was a volume license copy this was legitimate. Have I been ripped off?

File a report also with your local police - or if in the USA, the FBI (who have responsibility for counterfeit software there)

Return the items to the seller for an immediate refund. The transaction is bogus. A Volume licenses is only sold to business enterprises and require a five (5) license minimum purchase. Only purchase software from a known, reliable, and trustworthy entity, such as Newegg.com. Examples:

Hey Carey
thank you for the advice BUT the vendor refuses to refund my money, he is claiming that this is a legitimate transaction. He has been putting up a craigslist ad for some time and I think it should be addressed by microsoft but I don't know who to contact via email. I tried to report it using the the genuine advantage chat but they gave me a phone number and said they could do nothing. Do you have any ideas how I can get Microsoft to progress this? I don't really care about the money I just want this to be investigated.
